Urban reorganization and landscape requalification sheet – Logistic hub in Isola della Scala

The Municipality of Isola della Scala, affected by the provisions of the «Quadrante Europa Area Plan» (PAQE), which include – among others – the development of a logistics hub on its territory, has entrusted TRT Ingegneria with the service of drafting a Masterplan called «Urban reorganization and landscape requalification sheet».

The focal point of the logistics hub is the provision for an intermodal centre, an infrastructure specialized in rail-to-rail and rail-to-road exchange functions located along the Verona-Bologna railway line (on the Brenner route and part of the TEN-T «Scandinavian-Mediterranean» corridor).

Methodologically, the drafting process of the Masterplan is structured into the following macro-actions:

• Analysis of the regulatory and planning framework, starting from the PAQE, the Territorial Plan (PAT) of the Municipality of Isola della Scala, and its Intervention Plan (PI);
• Analysis of the urban and landscape context, with specific reference to the portions of urbanized territory as well as to agricultural and environmentally valuable and landscape territory;
• Analysis of the mobility networks and services, including existing, planned, and envisaged private and public connections (with specific reference to the 11 themed areas identified by the PAQE) and the road and rail accessibility conditions to the intermodal centre’s location;
• Definition of macro-intervention strategies and subsequent discussion of intervention options, both with the Municipality and with the main stakeholders involved in urban and territorial transformations;
• Drafting of the Masterplan through a unitary study and proposal of the 11 themes identified in the PAQE («The city of education», «Relocation of the hospital hub», «Area of research and innovative tertiary», «Area for agri-food development», «The rice supply chain», «Intermodal centre area», «Area for logistics and agri-food and innovation supply chain», «Market road area», «Agro-cultural paths», «The eco-mills of the Tartaro River», and «Agricamping area»); particular attention is paid to defining the urban and transport needs necessary to achieve the development of the logistics hub for the enhancement of the agri-food sector and tourism;
• Qualitative evaluation of the feasibility and sustainability of the proposals.
